City Gets Small Windfall
Mayor Proposes Raises For City Employees

The City of Arab received some unexpected money Thursday.  Not a huge amount in the scheme of the total City budget, but enough to possibly impact the paychecks of all city employees.  Mayor Frank Lee Cox announced the windfall Thursday afternoon along with a spending plan.

Each year the Marshall County Gas District, owned by the cities of Arab, Guntersville, and Albertville, distributes a certain amount of money to each of the city governments.  According to Mayor Cox, Arab's portion usually ranges between $75 to $85 thousand.  The payment is budgeted as revenue for the City each year.  This year the gas board increased the amount paid to the cities and Arab's share came to $167,560.  That amounts to an additional $82,000 above what was budgeted for this fiscal year by the City.  Cox said, "The additional amount of money is not huge but is certainly helpful."

Cox already has a plan to spend or allocate most of the money.  "I plan to propose a 3.5% ,across the board, cost of living pay raise for all city employees at Monday night's council meeting." Cox said. If approved by the council, the increase would become effective May 12 and extend through the rest of the fiscal year.  The total cost for the raises is estimated at $45,000. The raises would then have to be budgeted for in next year's budget.

"I also plan to recommend that $25,000 be set aside for additional road paving and $8,000 be allocated to finish the downtown park." Cox added.  That would leave approximately $4,560 to be used elsewhere according to Cox.

Cox said the proposed raise is long overdue and well deserved by the city employees.  "We have wanted to give them a raise for a long time and I hope that it will receive a unanimous vote by the council Monday night."

To carry the raise on next year, the council will need to come up with an estimated $100,000 in the next fiscal budget to cover the increase.  Budget packets will be going out to all city department heads in about two weeks according to Cox.  "Each department head should prepare their budget requests over the next couple of months sp that we can pass next year's budget in a timely manner."  Cox said the 07-08 budget was passed about three weeks before the start of the fiscal year and much earlier than any other city in Marshall County.  "We did a good job getting the budget out and we want to continue that this year."

The gas board distribution is based on the number of customers living in each city.  Cox said that Arab portion was approximately 18% of the total distribution.  Albertville which has the largest population and the largest number of customers received the most.  Cox said that he believed the Albertville total was approximately $391,000.  Guntersville's portion is slightly larger than Arab.

"We don't distribute a lot of money because we try to keep the gas rates as low as possible for our customers but we had a better year and were able to increase the amount."  Cox commended Marshall County Gas manager, Richard Lawson and chief financial officer Peggy McClung for their management of the system.
